No. It works fully offline, even in Airplane Mode. Every level is bundled inside the app.
This is a real, normal part of this puzzle genre — a non-optimal move can close off every remaining solution. Tap Undo and try a different order. It's never counted as a loss, and there's no limit on attempts.
Based on your move count compared to the puzzle's proven-optimal solution. Stars are entirely optional and never block you from moving to the next level — the goal is a calm, no-pressure experience.
